[at-l] ORVs

   This was testimony given at an oversight hearing of the National Parks,
Forests and Public Lands Sub-committee, chaired by Cong. Raul Grijalva
(Arizona).  The subject of the hearing was: "The Impacts Of Unmanaged
Off-Road Vehicles on Federal Land".
   There were nine speakers.  Chmn Grijalva summarized the purpose of the
hearing in his opening remarks:
".. this hearing is ... about the agencies' inability to manage the areas
that are being overrun. This is about managing the legal use of ORVs. This
is about creating a culture of responsible recreational use."
