IBM has announced a time off program for the summer. You have to take at
least 10 weeks and not more than 20. You get paid 1/3 of your salary (when I
took a leave for the AT I didn't get paid at all).

The catch(es)... first, it's too late to start the PCT... and second your
leave has to be approved by your management.

We have so much work right now (and more on the way) that there's not a
prayer of getting a leave in my group.
(of course the other question is that if they can get by without you for
twenty weeks do you think you're going to have a job to come back to?)
