Dawg,

In case this is a serious questions, you do it with standard behavior
modification techniques.

Take the dog outside. When it pees/poops, give it praise.

If the dog pees/poops inside, ignore it. (This is the really hard part. Most
people want to go rub the dog's nose in the pile and yell. That is confusing
[to the dog] and counterproductive.) Take the dog outside, and if it goes,
praise it again.

Repeat as necessary. Border collies are smart, she'll pick it up quickly.
