[at-l] "Winter" in SMNP

The road up to Clingman's Dome closes every winter, maybe that is what the
map refers to.  They frequently close 441 when it snows, but it usually
opens up a few days later.

I'm pretty sure that AT is never closed in the Smokys. There ARE a couple of
one-lane one-way dirt/gravel roads on the fringe of the park that are
closed. But, not the AT
