I believe after 25 years scavengers have owners rights in international waters.  I would think that law applies.  I'm not a lawyer and don't play one on TV but I did stay at a Holiday Inn one time.

Looks like ownership may belong to the same Scottish company that 
distilled Shackleton's whiskey...The Whyte and Mackay distillery hopes 
to replicate the whiskey, which hasn't been made in a lifetime after the 
original recipe was lost.
