I've always just ran as fast as I could, flailing my arms and swinging 
my poles,  straight at the horse. The horse will then do one of these 
things:
Charge me
Nothing
Back up quickly

If nothing else, it removes a lot of uncertainty and guess work. Puts 
the ball in the horses court. 

(none of this is true)
