With respect to Mike DiLorenzo's post, I sent him the following response:

I'm very aware of the Monarch to Marshall bicycle traffic. In fact, I 
had it in mind when I suggested the language about "proximity to 
highways or other populated locations" as a consideration in determining 
whether the use interferes with the nature and purposes of the trail. I 
regard this situation as an exceptional case and not a guide to overall 
policy.
