[Cdt-l] Elwood Pass Access

FYI - I was up driving from Platoro to Elwood Pass today, and Stunner 
Pass is clear, but Forest Road 380 above Lake Annella is blocked by a 
tree across the road.  I suspect with a little time and a saw, the tree 
would be pretty easy to remove.

There's snow in the shadows in the 10k-11k altitudes, but things are 
melting fast despite sleet and hail last night.
