[pct-l] Reservation/ fee on Whitney

Where's the bottom?
 
 "Thru-hiking" permits are for those hiking atleast 500 miles of  PCT.  It's 
supposed to be $15 to climb Mt Whitney regardless.   Question B only asks if 
you're descending to Whitney Portal assuming (on my  part) you've already hiked 
500 miles and starting that day from Crabtree  Meadows or Guitar Lake.  The 
PCTA makes it easier getting a  Whitney stamp but it's attached to a thru-hiker 
permit.
