[pct-l] Esbit vs alcohol stove

A common misconception is that Esbit can be mailed without restriction. I
researched this before my hike.

Hexamethylenetetramine.

Hexamethylenetetramine is a flammable solid mailable only as ORM-D surface
mail only.
Basically the same restrictions as isobutane canisters or denatured
alcohol. I suspect all other fuel tablets would fall under the same
restriction.
