Yup, I've hiked under such conditions.  Usually the 1st to go is open  flames 
such as  camp fires, sierra zip stoves and alcohol stoves, while  they still 
allow pressurized gas stoves with on/off  valves.   Then pressurized stoves, 
then hiking entire  forest.
