[pct-l] Land Use

This is not a direct PCT related question, so please excuse this slightly
off topic question.   I am betting though that someone on this list may be
able to help me.
 
I am looking for a way to determine who controls a specific parcel of land.
There is a gated dirt road leading into some property in Ramona, CA (which
is a dozen or so miles from the PCT).  The coordinates of the gate are 33
2.007 N 116 57.032.  The property is to the north.
 
Any idea of the most efficient way to find out if this is BLM or private
property?
