[pct-l] Water reports site update

I have moved the water reports to a new server. The current address is 
http://pct.4jeffrey.net <http://pct.4jeffrey.net/>  
If you are using www.4jeffrey.net/pctwater it will get you there just
fine, although the other is more direct.
 
If you have bookmarked any address that includes cox.net it will soon
redirect you to the correct site, but for now will take you to an old
(5/2/07) report.
 
This should make the site easier to access. A big thanks to those who
have sent updates. Currently the reports from Mexico to the Andersons
are no more than 2 weeks old, plus some current info into the Mojave.
