[pct-l] SoCal openings

If hiking from Campo to say, Pioneer Mail TH or maybe
Scissors Crossing, does the Cleveland NF opening clear
that whole stretch?  It looks on my map like there is
still a section from Campo to south of Laguna that
doesn't have any designation.  General BLM land with a
seperate closure?
