Bill,

I believe it is. Even if not:
1) There's NOTHING left to burn between Whitewater to just below the top
of Mission Creek (about 7k).
2) NO ONE "patrols" this area. (Even the rangers out of Mill Creek don't
patrol the SGW much- just try getting any current trail beta out of them
at any time).
3) If you still have a PCT Thru permit, you're good as long as you stay
on the PCT (be sure to get a current fire permit- necessary even for
stoves)
4) The recent fire burn areas start around Holcombe Creek (just north of
the easternmost end of Big Bear Lake).

If you want, I can send you some pics of the trail between I-10 and the
top Mission Creek.
