Are you saying it's open for dayhiking, just not for
backcountry camping, or am i misunderstanding?  I
probably could do one day to Lake Morena, maybe take a
day off, and then do one day to Mt. Laguna.

While fire danger is very high here, most PCTers would
hike this
 section
of trail without backcountry camping, as it's a
one-day walk for most
from the border to Lake Morena, and a half-day from
there to Boulder
Oaks.

Note though that some of the other roads in the area
are closed for, in
their words, "Public Health and Safety/Law Enforcement
Operations."
 This
is a polite way of protecting certain international
guests, who are
often less than careful with their campfires. (Please
note I am NOT
referring to any international hiker here!)
