[pct-l] PCT opened in Lassen National Forest south from Hwy 36 to Plumas NF.

The news release says the PCT is open,  and the Aug 14 closure order states
  that the boundary of the new smaller closure area is the PCT.
 I talked to the Lassen NF to confirm.

  Aug 13,   Plumas NF  has opened the PCT from hwy 70 south ( Belden) to the Quincy La Porte Rd.

  The PCT remains closed North from hwy 70 to the Plumas NF/Lassen NF boundary.
