[pct-l] Water reports needed (Was: Section C in Fall)

Yes, the water reports are sadly out of date because I have received no
reports in months. Most PCTers are out of Southern California by now,
and even section hikers tend to do these sections in the cooler seasons.

All I can suggest at this time is that if the guidebook says "seasonal",
translate that as "dry."
