Hum... here is a thought.  How about taking a small, light weight, mesh, stuff sack and clipping it across you lower torso, via some light plastic clips, onto the shoulder straps of your backpack?  If you want to, you could even cut a slit in the mesh and then repair the slit with Velcro on either side for easy access.  I don't know what that would weigh, but it couldn't be much.
