[pct-l] resupply boxes

It's helpful to mark your packages in a way that makes them easy to 
identify.  We put a ring of brightly colored tape around ours.  When PO or 
resupply points were sorting thru a pile of boxes, we just had to say, find 
the one with the blue tape circling it.
