Bob,
Are you sure it's lack of  food rather than than preference that draws 
bears to campers?
After all, once you get a taste of a ''Snickers''  it is difficult to be 
contend with grubs & berries.
So why labor for grubs & berries when ''Snickers'' are so easily obtained?

I say   ''BAN  SNICKERS''   in the wilderness and you probably solve the 
bear problem.

Aaahhh.....forget it.....''BAN  THE  BRA''  did not succeed so why 
should  ''BAN  SNICKERS''  succeed?
