Should be cheap.
Adjustable tension on both upper and lower threads.
Vertical lower bobbin - Easier to adjust thread tension.
Large table.
Ability to cope with very thin materials as well as thick.

 No need for fancy stiches, just plain zig-zag and straight.

The ability to stop with needle up is handy, but not essential.

Take some large scraps of silnylon and a few bits of heavy pack cloth and try 
the machine out before purchase.
