[pct-l] PCT usage quotas

We've been having this same discussion on the Whitney Portal board, that
quotas in the Mt. Whitney area are not appropriate because of the unique
nature of climbing the highest peak in the contiguous states. It was
stated that the USFS puts less emphasis on visitor access than the NPS,
but that a change in jurisdiction would be difficult if not impossible.
(The issue became more pressing this year as the climbers route to many
other peaks besides Whitney is now included with the quota for day hikes
on the main Whitney Trail, one of the very few areas that have limits on
day use.)
