For early season planning you might also look at Yogi's book at
www.pcthandbook.com . She lists what historical water conditions were
for several years. 

My list is only as good as the reports I receive. I'm glad to see a few
are coming in already. Meanwhile, much of what is there is from LAST
YEAR. I'll be taking last year's data down soon, but meanwhile it can
give an idea of what things were like later in 2007, which was a dry
year.
