[pct-l] Why remove Bear Lockers

It may not be apparent, but there is a shift going on in the Parks and the
Forests.  There is a new generation of manager moving into the ranks, that
have been schooled in the law of the land:  The Wilderness Act.  These
newer folks take the law quite seriously, and what it requires to protect
and maintain a wilderness.

This newer generation is gradually bringing the strict interpretation of
the act online in many ways, and one of them is to remove from wilderness
any permanent improvements, which lockers certainly are.  This is why
there are no toilets on the Whitney trail anymore, or on top of Whitney.

Rightly, or wrongly, it has the force of law, and it is very unlikely to
deviate from the current trend.
