Is there a place to park a car at the beginning of section P/Castle Crags, the I5 [on,off]ramp? I want to do a day hike there (North/West, into Castle Crags). 

Also, is Castle Crags State Park a better place to begin (than the on/offramp)?

Yes, there is plenty of parking on the north side of the I-5 south bound exit.

If you start where you leave your car you will be right on the trail. To go to Castle Crags you'll have actually skipped a few miles.
