[pct-l] Canadian laws

Hello:  Have a burning question!  If one is hiking the PCT going north and go into Canada, are they considered "criminals" if they have had a DUI in their past???  The guy has a passport.  Can he go into Canada and hop on a bus without having to show identification or a passport at some point?  He never did fill out the "entry into Canada" form for PCT hikers.  Will he be detained at the border crossing coming out of Canada?  What might happen, any thoughts???  Please advise.
