Your boss, in fact, does not know the law.  You need to get your doctor to write you a note requiring you to wear appropriate footwear.  Give that to your boss.  He will back down.
I've run into this many many times.  In reality, the law actually requires him to provide reasonable accommodation, which this would be.  And he actually knows that, but it trying to bully his way through.  

If your doctor cares to do so, he/she can document this in such a way that any further back problems are work related, and therefore fall under worker's comp.  This is something that your boss would prefer to avoid like the plague.  And he actually knows that, too.

I have two herniated discs in my lower back which flare up frequently. 
I do pretty well in proper footwear (such as my NB hiking shoes).
My boss has laid down the law and is requiring me to wear dress shoes to 
work. After two weeks of this my back is killing me and I have to 
heavily medicate to get through the workday.
Today a salesperson at Sports Chalet persuaded me to give Superfeet 
insoles a try (they are kinda expensive!)
Has anyone had any experience with these, positive or negative?  I 
bought the "black" beccause they claim to be the best ones to use with 
dress shoes.
