[pct-l] How to get from White Pass to Cascade Locks for a section hike?

Google maps show the Cascade Locks off ramp is east of town and the on ramp is west of town. If so, you are asking the driver to do a minor detour if the shoulder is not really big. It never hurts to ask.

If the driver says no, you are in Portland at 6:10 pm and the last bus to North Bonneville leave across the river in Vancouver at 6:15 pm. That may mean a night in Portland. Of course there is porbably a taxi from East Portland (Troutdale?)
