[pct-l] Mt. Whitney Permit

This is a change from a year or two ago, and very welcome. I checked the
Whitney permits section of the Inyo NF webpage. The "Whitney Zone" used to
extend down to Guitar Lake in Sequoia NP, now it is only on the Inyo NF
side. I do know that most national park rangers didn't seem to care about
the Whitney sticker.
