[pct-l] Water update Laguna to Scissors

All water as earlier reported. Pioneer had 8gallons 4/21, Rodriguez  
had about 125 gallons at temp store 4/21, scissors had 18 gallons 4/22.

Did not verify off trail water except GATr which also had water.
