[pct-l] Testing of Bear Cannisters / URSACK

When I hiked on the Lost Coast in northern California a couple years ago 
the local store rented only Garcia canisters.  It was my understanding 
that in all the  years they'd been using them no bear had gotten food 
out of them.  Anecdotal, I know...
