[pct-l] PCT "Info Sherpa" for Mobile phones - update

Hi,

So I've taken your recommendations.  I added "Back" links wherever
possible.  I also added an icon.  I still don't know what the site looks
like since I don't own an internet-capable phone, so let me know if you want
any more changes.

I wasn't able to make the text larger for bigger-screened phones (like the
iphone) without making it too big for the small-screened phones.  So I'll
leave the text small, as I'm told it's easy to zoom with the iphone (sorry
iphone users - I can't help it).

I'll be playing around with it a little more to see if I can get section
updates available in some kind of half-decent format.
