[pct-l] Trailhead Bearboxes Food Caches

A few days ago, Ellen suggested using trailhead bearboxes as food caches 
for long distance hikers. My response to her and the list as that this 
was verboten.

Well, I just got off the phone with an Inyo National Forest ranger. She 
says using the trailhead bearboxes as food caches is OK. Just put a 
pickup date on the packages. There is no time limit on the caches.

Ellen is totally correct.
