I have to agree with your reading of the charts...  but mumble..  of the 
last 25 years of weather here in Redding [Redding weather goes in 30-40 year 
phases, for one phase 10" of rain, another 30" and another with 60" - where 
the current mode is 40"/yr]... the precip this year has us as being the 2nd 
wettest year at this time of the winter - 18.8" so far. If this was a 
(current) normal year we should be at btwn 10 and 12"...  it'll be 
interesting to see how the rest of the winter plays out - maybe we'll have a 
3 month dry spell and end up with a subnormal year..  as the expression: we 
shall see in the fullness of time.  ;-)
