There are many different sets of regulations, probably one for each
jurisdiction you pass through. You are responsible for following the
regulations for the one you are currently in, not the regulations that
came with your fire permit which are the regs for the district that
issued it, which you were probably in for a day or so.

That is one of the problems with the fire permit
