I know it's way to early to do more than speculate and conject, but the 
one month and three month forecasts continue to say much lower 
precipitation and higher temperatures in Washington and northern Oregon 
and above normal rain in central california/sierra.

If you look at the seasonal drought map you'll see that all of central 
and northern Oregon and all of Washington are looking like drought 
developing or intensifying.

2005 was a SOBO year.  There was almost no snow from the border south.  
Click on Feb 2005 and compare it with Feb 2010.
