[pct-l] New fire rings

I think it depends on where on the trail, that is, what land jurisdiction.

On the Cleveland National Forest, wood fires simply are not allowed expect
in developed campgrounds. (This includes Hauser, Laguna, and above Warner
Springs).

In Anza Borrego Desert State Park, ground fires are not allowed. Wood fires
are allowed in a metal container, off the ground, and ashes must be hauled
out.

In BLM land, they say something like "try to use existing fire rings." I
haven't tried to find the exact law.

On San Jacinto State Park, no fires allowed.
