The 'no mountain biking' rules are there for a reason.  Same as 'bear
canister required area' rules and ' no motorized vehicle' rules and 'no fire
zone' rules. etc.  It has nothing to do with discrimination.  It has to do
with safety and trail maintenance.

There are many trails where mountain biking is allowed.  Why not use those
instead?
