[pct-l] Bikes on PCT- enforcement NEEDED

And if I'm allowed to offer a #4, the trail doesn't really need a law- 
enforcement presence on it. Just at trailheads. When the cyclists  
return to their vehicles, clearly coming down the PCT, they can be  
ticketed at that time.
