[pct-l] charger clarification

Let me clarify my cell phone charger question: It is a smart phone and requires 
a lot of juice. I do not plan on using it other then for emergencies and 
contacting my wife for resupply packages when needed. I am hoping to mostly use 
it while in town to save battery power but for peace of mind I would like to 
know that if I needed it in a pinch, it is charged (or able to be charged).
