I totally understand wanting your phone to work when you need it.  There
seem to be trail phantoms on the trail that turn on cell phones.  If you can
remove your battery, do it, and you'll greatly increase the chances of your
phone working when you need it.  And if you can remove the battery, carry a
spare.  Spare cell phone batteries don't weigh much and are much more
effective than external batteries.

Let me clarify my cell phone charger question: It is a smart phone and
requires 
a lot of juice. I do not plan on using it other then for emergencies and 
contacting my wife for resupply packages when needed. I am hoping to mostly
use 
it while in town to save battery power but for peace of mind I would like to

know that if I needed it in a pinch, it is charged (or able to be charged).
