[pct-l] Canada Permit

For my upcoming thru-hike in 2012, I  got the application to receive a
permit to enter Canada,but on that website it also states that I will need
to apply for a W.H.T.I. ( Western Hemisphere Travel Initiative ) permit. I
tried looking into this, but didn't get any clear explanations. It seems it
applies only to non-American residents...I think. Do I need this permit?
