Have you given consideration to those who want to do a yo-yo?  First half 
would be great but that second half could be a real challenge.

If the government is going to spend that kind of money on improving the
trail, let's do it right the first time and install a continuous series of
those moving walkways so popular in airports. Those with livestock must use
the existing trail, but they'll have it to themselves as anyone on foot
(without livestock) must stay on the walkway. Mountain bikes and motorized
vehicles will be allowed on neither trail nor walkway. Violators will be
shot; survivors will be eaten.

Those who feel they MUST walk the whole distance in order to be true hikers
can do so. The rest of us can just stand there and traverse the trail,
albeit at the pre-determined pace of the moving walkway. Walking and
carrying one's pack the whole way will be required for Triple Crown
recognition; all others can just set their pack on the walkway whenever they
want. As at the airports, you must stay to the right if you're standing,
leaving the left side open for walkers. This will be rigorously enforced and
violators will be forcibly removed from the walkway at the point of
infraction and/or fed to local wildlife.

The biggest problems I can foresee are determining (1) the pace at which the
walkway should move from border to border; 4 months, 5 months, or 6 months
and (2) the direction of travel - northbound or southbound. My wife just
solved the 2nd issue; go NB in even numbered years; SB in odd numbered
years. PERFECT!

As budgetary constraints will only allow one set of walkways, and in
remaining true to the original "wilderness experience" of the designers, the
walkway will remain uncovered. Hikers will still need raingear and will be
exposed to whatever weather nature throws their way.

Oh yes - you will have to pack out your poop and used TP. Throwing either
from the walkway violates NLT principles and will also get you ejected.

Diane, thanks for the levity - but I think you should also have the trail
paved the whole way to elivate the wear and tear you might put on it.  Hand
rails would be nice too.  And don't forget the warning signs for each tricky
section/stream crossing etc.
