[pct-l] SPOT vs Cell Phone

I don't know for sure, but I was told by someone who works for a cell phone
company that it means your cellular service does not have a signal in the
area but that some other cellular service does, and that they are required
to provide 911 service to any phone that can pick up their signal.

Many places on the PCT, the phone will say something like "For Emergency
Purposes Only".  I am not sure what this means and I certainly didnt test
it.  Anyone know for sure?
