It's always been my opinion from the USFS staff up in this region that "permits" are actually fire permits, even if there are no fires allowed. I was once advised by a USFS personnel that the "permit" actually was a way to keep track of both the number of hikers on the trail, plus where to hopefully find a hiker if trouble arose and the hiker's location was needed.

Them again, I could be wrong.
