Okay but you need to figure out how to merge this into the Occupy Lake 
Morena event so we can get even more government funding for doing less.

You are a genius.......... you are hired.
Paying folks to sign up and taxing people who do not use the
trail....that is brilliant.
The PCTA member ship will become so huge that we will be a political
force to be
  reckoned with, which will put pressure on the government to increase
funding to
maintain and improve the trail
