In regards to the PCT, South of Tahoe "Average Temps, Dry, Below Normal Precip",
Crater Lake and North "Average Temps, Very Wet", between Tahoe and Crater Lake
"Average Winter Temps & Precip"...

I find it much better to "wait and see" - one should wait until late March or 
April to spread the 'panic'...   ;o)
