The Complaints Officer is correct.  Walking/hiking across the border is specifically prohibited except at an establish entry port.  There are some exceptions in the law for boaters on lakes that straddle the border with established procedures and guidelines.

This issue was brought to the PCTA and USFS PCNTS Program Manager's attention in 2010.  There have been several meetings between them and the CBP Service.  To date no movement has happened.  Unfortunately the only viable way to allow this activity would be for a change in the public law.  An in the post-911 era I think it doubtful.  A better course of action would be to write your congressmen seeking a bill to change the law.  CBP is only following the current state of the law.
