[pct-l] fuel canisters

The US Postal Service has limits on the amount of fuel that can be sent thru 
the mail. We figured that one large canister (220 ml) was the limit.

Non US Postal Service shippers are even more limited on the shipping of fuel 
due to DOT restrictions on hazardous materials. It is so difficult that it 
isn't even worth the trouble.
